Defense Department

Optical Remote Sensing of the Coastal Regime. Sponsor: Naval Research Laboratory. Deadline: December 19, 1998. Synopsis: The Remote Sensing Division is developing instruments for the remote sensing of coastal waters by means of passive and optical sensors. NRL is interested in proposals for basic and innovative applied research which will lead to predictive models for the performance of these instruments, future improvements, or novel methods of optical remote sensing suitable for future systems. Environmental Protection Agency

Regional Scale Analysis and Assessment. Sponsor: Science to Achieve Results Program. Deadline: February 12, 1999. Synopsis: The specific purpose of this solicitation by the STAR program is to request proposals for research to link site specific information with regional survey data and remote sensing imagery for conducting regional level ecological assessments. Priorities will be: Development and demonstration of methodologies that link remote sensing, regional survey data, and intensively studies site research into an integrated ecological assessment. Individual Variation in Human Susceptibility to Environmentally-Caused Disease. Sponsor: Science to Achieve Results Program Grants. Deadline: February 12, 1999. Synopsis: Proposals are requested to evaluate the role that inter-individual variation plays in the susceptibility of humans to disease caused by environmental agents. Studies which incorporate data into the development of dose-response models for use in risk assessment are of particular interest. Awards are for up to three years. Indicators of Global Climate Change. Sponsor: Science to Achieve Results Program Grants. Deadline: February 12, 1999. Synopsis: This competition requests proposals designed to distinguish, quantify, and evaluate local or regional ecological impacts of global climate change in the context of other environmental changes. The competition will focus on developing indicators of ecological impacts within the United States of changing global climate and greenhouse gas concentrations. Role of Limbic System and Brain Ontogeny in Drug Abuse. Sponsor: National Institute on Drug Abuse. Deadline: Contact NIDA. Synopsis: This initiative is designed to support research into the fundamental mechanisms of development of the midbrain and basal forebrain structures that mediate the euphoric properties of drugs as well as understanding how drugs of abuse affect the cellular and molecular mechanism underlying nervous system development. Synopsis: NHGRI invites applications for pilot projects or feasibility studies to develop new or to significantly improve existing technologies. Synopsis: This new initiative supports multifaceted, integrated collaborative environmental biology research projects on complex problems in areas from systematic biology to evolutionary physiology. International Digital Libraries Collaborative Research. Deadline: January 15, 1999. Synopsis: Research is intended to contribute to knowledge required to create information systems that can operate in multiple languages, formats, media, and social and organizational contexts.Projects must involve both a U.S. and foreign research team. Research Sites for Educators in Chemistry. Sponsor: Directorate for Mathematical and Physical Sciences. Deadline: January 11, 1999. FastLane required. Synopsis: This special research opportunity supports projects to bring together faculty of undergraduate institutes with faculty at research universities. Vertical integration of Research and Education in the Mathematical Sciences. Directorate for Mathematical and Physical Sciences. Synopsis: This program supports innovative programs to prepare students and postdoctoral fellows for opportunities in mathematical sciences and to encourage mathematics departments to consider the full spectrum of education activities and their integration with research, with particular attention to the integration of scholars across boundaries of academic age and department standing. Next Generation Software. Sponsor: Directorate for Computer and Information Science and Engineering. Deadline: January 12, 1999. Synopsis: The Experimental and integrative Activities Division in the Computer and Information Science and Engineering Directorate announces a new thrust: the Next Generation Software to support multidisciplinary research. The NGS program fosters multidisciplinary software research under two components: Technology for Performance Engineered Systems, and Complex Application Design and Support Systems. The overall thrust of NGS will be research and development for new software technologies integrated across the systems’ architectural layers, and supporting the design and the operation cycle of applications, computing and communications systems, and delivering quality of service. KDI: Knowledge and Distributed Intelligence in the Information Age. Deadline: February 5, 1999 for required preproposals. FastLane required. Synopsis: In FY 1999, KDI will have three foci: Knowledge Networking (KN); Learning and Intelligent Systems (LIS); and New Computational Challenges (NCC). KN focuses on attaining new levels of knowledge integration, information flow, and interactivity among people, organizations, and communities. LIS emphasizes research on learning and intelligence in natural and artificial systems and supports the development of tools and environments to test and apply research in real situations. NCC emphasizes new computational approaches to frontier science and engineering problems as well as problems involving data intensive computations and simulations. This new initiative is designed to support fundamental research that will enable the development of advanced engineering microsystems involving non-electrical processes and their integration with electronics. Informal Science Education Supplements to Active Research Awards. Sponsor: Directorate for Education and Human Resources. Deadline: Continuous. Synopsis: The program will consider requests to supplement current research awards from any NSF directorate to assist in the broader dissemination of research results and to promote science literacy for the general public in an out-of-school setting. The supplement can be used for any activity that falls within the definition of an informal science education activity such as media presentations, exhibits, or youth-based activities. Digital Libraries Initiative—Round 2. Sponsor: Directorate for Computer and Information Science and Engineering. Deadline: February 15, 1999. Synopsis: The primary purposes of this initiative are to provide leadership in research fundamental to the development of the next generation of digital libraries, to advance the use and usability of globally distributed, networked information resources, and to encourage existing and new communities to focus on innovative applications areas. Synopsis: The Geography and Regional Science Program supports basic research on the causes and consequences of geographical differences in economic, social, cultural, and physical phenomena, including interactions among places and regions and interrelations between human activities and the natural environment. Engineering Research Centers. Sponsor: Directorate for Engineering. Deadline: January 14, 1999 for required preproposals. FastLane required. Synopsis: NSF is accepting preproposals to establish approximately six Engineering Research Centers (ERC) in FY 2000. Engineering Research Centers provide an integrated environment for academe and industry to focus on next-generation advances in complex engineered systems.
